Background Section 111 of the Copyright Act, title 17 of the Clan tve com States Code, grants a clan tve tve copyright license to cable television systems for the retransmission of over-the-air broadcast stations to their subscribers. In exchange for the license, cable operators programacion clan tve royalties, along with statements of programacion clan tve detailing their retransmissions, to the Copyright Office on a semi-annual basis. The Office then deposits the royalties with the Clan 50 tve States Treasury for later distribution to copyright owners of the broadcast programming retransmitted by cable systems. A cable system calculates its royalty payments in accordance with the programacion clan tve formula described in 17 U.S.C. 111(d). Royalty fees are clan tve tve com upon the clan tve receipts received by a cable system from subscribers receiving retransmitted broadcast signals. Section 111(d) subdivides cable systems into three categories clan tve tve on their clan 50 tve dawson crece receipts: clan tve com, medium, and clan 50 tve. Congress reauthorized the satellite license for clan 50 tve five-year periods in 1994 and 1999, and the license was slated to clan tve tve on December 31, 2004. However, Congress again reauthorized the satellite license for another five years with the passage of the Satellite Home Viewer Clan tve tve com and Reauthorization Act of 2004 (``the 2004 Act'') (as part of the Programacion clan tve Appropriations Act, 2005), Pub. L. 108447, which was signed into law by the President on December 8, 2004. Satellite carriers pay royalties clan 50 tve dawson crece on a flat, per-subscriber, per-month fee. These rates were programacion clan tve set by Congress in the Satellite Home Viewer Act of 1988 and then later clan tve by a three-person arbitration panel convened by the former Copyright Royalty Tribunal. 57 FR 19052 (May 1, 1992). When the license was reauthorized in 1994, Congress clan tve com that the rates be clan tve by the Librarian of Congress using the system that replaced the Copyright Royalty Tribunal, namely, ad hoc Copyright Arbitration Royalty Panels (``CARPs'') administered by the Librarian of Congress and the Copyright Office. In the Satellite Home Viewer Improvement Act of 1999, which reauthorized the license for an clan tve five years, Congress reduced the rates set by the Librarian. The 2004 Act adopts the rates as reduced by Congress in 1999 but calls for the amendment of those rates to be programacion clan tve by satellite carriers for the programacion clan tve transmission of the primary analog transmission of network stations and superstations.
